On 4th February 2021, EHDC granted outline permission for the Access Only application 54139/001 (details below).
EHDC granted permission for the demolition of No.149 Lovedean Lane to create new access.
Lovedean Village Residents Association have submitted the following objection to EHDC:
Site Access. As proposed, the design will create a potentially dangerous junction with Lovedean Lane, directly opposite an existing, busy road.
Flooding is a perennial concern for Lovedean residents, particularly at the entrance to this site. The site is currently a natural soak; covering this with roadways and hard paving presents a recognisable risk from surface water flooding for the adjacent properties. Whilst a SUDS-type system is proposed, any failure would be catastrophic for abutting residents on lower land.
Local Water Supply. The site is on Portsmouth Water’s principal aquifer. The risk of pollutants and contaminants entering this aquifer from residential activities cannot be ignored.
Loss of amenity. By nature of the site topography, there is a significant risk of loss of amenity by overlooking to adjacent properties to the site, conflicting with CP 27.
Visual impact. The proposed site is highly visible in the landscape and will significantly detract from the natural environment of Lovedean, in conflict with CP 20.
Conflict with Village Design Statement, which states: `There should be no development up the valley sides.`
Traffic. Lovedean Lane is a heavily used `rat run` between Waterlooville and the A3, despite being classed a C Road. Further development amplifies the problem.
Housing supply. EHDC can identify 6.11 years of housing land supply, a surplus of 470 dwellings. Is this development, therefore, really needed?
Geophysical. The site is subject to chalk dissolution & sink holes, hence the “no build” areas and the reduction from an initial proposed 85 to 56 dwellings. Such potential loss of profit, risks compromising build quality.
Site History. The site was first proposed as a potential site in 2006 when councils were under duress. Since 2014, under new planning laws, Lovedean has suffered an avalanche of planning applications. A number of developers have looked at this site previously but were unable to make a development work, commercially, due to the ground conditions.
Our significant concern now is that, if allowed, and the outline development principle be established, any final, detailed, proposal would, due to the cost of ground works, require a development more like 85 dwellings, creating excessive massing and density as per point 9, to be commercially viable for the developer.
Final point. This proposal has no Lovedean community support and contributes absolutely nothing to enhance the local environment, a primary ethos of the NPPF. Indeed, from a small community the application has attracted 87 adverse public comments reflecting the strength of feeling against this proposal.
Having regard for the above points, we would, respectfully, request this application be refused.

The EHDC website recorded 88 public comments regarding this application, all of which were objections.
The next stage will be this application being considered by the EHDC Planning Committee.
The date for this meeting of the Planning Committee is currently scheduled for Thursday 24th September @ Penns Place, Petersfield.
The LVRA will be making a special representation to the committee which will encompass the range of relevant planning issues raised within the residents objections.
Due to Covid 19 the representation has to be made in a written format and will be forwarded to the committee prior to the meeting date to ensure all the members have sufficient time to take account of the points raised.

The land in question can be seen in the photographs, behind the existing properties on Lovedean Lane. It is currently a field with grazing for horses.
The photograph below shows the bungalow at No.149 Lovedean Lane, which the developer plans to demolish for access. These photographs were taken from Yoells Lane, directly opposite the proposed site.
The present application is termed 'Access only to be considered'. We experienced Bargate using this tactic some years ago for the Millers Field development to establish a principle of development for the site. However, the proposed site is termed a 'reserve site' for EHDC's Local Plan and as such it has been previously allocated for development, having had this status for a number of years.
Due to the nature of the site status, we believe it would be a challenge to have this proposal rejected by EHDC planners. However we have clearly demonstrated previously that, collectively, we can strongly influence aspects of development's design such as layout, massing and density, access visibility, overlooking and loss of privacy (amenity) to existing properties, materials and finishes, etc.
